Housing Needs Assessment 2024
Current Evidence
In 2023, Wyre Council commissioned the production of a Housing Needs Assessment for the Borough. The objective of the study was to establish the housing needs for the Borough over the forthcoming plan period. This study also provided information around housing for specific groups including affordable housing in line with the NPPF.
The Housing Needs Assessment assists the Council in:
- Understanding housing needs in different parts of the Borough
- Understanding the type, size and mix of housing required to inform strategic planning
- Providing evidence to Registered Providers working with Homes England and other agencies
- Informing negotiations around the provision of affordable homes delivered via Section 106 agreements
This evidence was endorsed by the Portfolio Holder for Planning Policy and Economic Development, to be used with immediate effect as current evidence in replacement of the 'Fylde Coast Strategic Housing Market (SHMA) Assessment and subsequent addendums' and 'Rural Affordable Housing Needs Survey 2015-2020'. The evidence will also support the emerging local plan.

Fylde Coast Strategic Housing Market Assessment and subsequent addendums
A Strategic Housing Market Assessment (SHMA) for the Fylde coast authorities of Blackpool, Fylde and Wyre was published in February 2014.
An addendum 1 was prepared as an update following publication of the sub-national population projections released in May 2014. The report represented the first addendum to the original 2014 SHMA and should be read alongside the analysis presented in the 2014 assessment.
In February 2015 the Department for Communities and Local Government (DCLG) published the 2012 sub-national household projections dataset, which represented the most up-to-date estimate of future household growth. In accordance with the recommendation of the addendum 1 report, the addendum 2 report considered the implications of the dataset on the analysis presented within both the 2014 SHMA and addendum 1. It also updated the analysis of the employment-led projections presented in the 2014 SHMA to reflect the conclusions of the Wyre Employment Land Study Update and Employment Land Study Update Addendum report.
In February 2015, DCLG published the 2014-based sub-national household projections dataset, which represents the most up-to-date estimate of future household growth. The addendum 3 report considered the implications of the latest dataset to inform each stage of the methodology for calculating the objectively assessed need.
The addendum 3 report, along with the accompanying technical note should be read alongside the three preceding documents.
Rural Affordable Housing Needs Survey 2015 to 2020
In 2015 Wyre council commissioned the production of a rural affordable housing needs survey and enabling work. The objective was to provide a clear picture of rural affordable housing needs in Wyre over the next five years, and deliver an update to a previous 2010 study.
The Rural Affordable Housing Needs Survey assists the council in:
- understanding rural housing needs in more detail
- understanding the type and location of those needs to inform strategic planning
- providing evidence to registered providers working with the Homes and Communities Agency
- informing negotiations around the provision of rural affordable homes delivered via section 106 agreements
