A person is disregarded when counting the number of adults in a property for council tax purposes until they are aged 18 years.
A person can be disregarded for council tax purposes if:
- they are aged 18 or over and someone receives child benefit for them or
- they are under the age of 20 and they have (after 30 April and before 1 November in any year) ceased to undertake a full-time course of education or a qualifying course of education
