The Scrap Metal Dealers Act 2013
The Scrap Metal Dealers Act 2013 gives licensing authorities the power to grant, refuse to grant or revoke a licence if the dealer is considered unsuitable. Both the local authority and the police have powers to enter and inspect premises.
All scrap metal dealers must hold a valid waste transfer licence issued by the Environment Agency.
In all cases those selling scrap to a site or collector must produce personal identification at the point of sale, and no cash purchases of scrap metal may take place, in any circumstances.
