Wyre Council has written an advice note for applicants to guide them through the process of applying the sequential test. It details which developments do, and do not, need to address the test and how the council expect the test to be carried out. The latest edition of the guidance – v1.2 – dated April 2021 is now available.
Since the publication of the guidance note in 2015 some of the sources of site information have changed. Those undertaking the sequential test may should have regard to the following:
- Strategic Housing Land Availability Assessment 2010 - available on request by emailing the Planning Policy Team at planning.policy@wyre.gov.uk.
- Strategic Housing Land Availability Assessment July 2017
- Employment Land Monitoring Report 2023-2024
- Adopted Local Plan 2011-2031
- Level 1 Strategic Flood Risk Assessment (SFRA)
- Level 2 Strategic Flood Risk Assessment (SFRA) and Addendum
The council has also produced two tables showing the housing land supply as of 31 March 2023 to help in the application of the flood risk sequential test. The tables include deliverable and developable sites and are provided for information only.
For each site the tables indicate the relevant flood zones and are correct as of 31 March 2023. However the Environment Agency regularly review flood zones, and applicants should check the latest information published by the Environment Agency. Please be aware that in applying the sequential test the council will expect you to have also considered the availability of sites that have been granted planning permission since 31 March 2023.
